Certificate of Professional Competence (CPC)
A CPC is a legal requirement for road haulage operators and the CPC holder has to be specified on the Operator's Licence.
A CPC qualification can only by held by a person and not by a company. So long as you pass the exams, you can become a CPC holder regardless of whether you drive, you work in an office, etc.
However, unless you are involved in the day-to-day operation of an operation, you cannot be nominated as the O-Licence CPC holder. For example, if you are a driver and hold a CPC qualification, you cannot be nominated on the O-Licence as a CPC holder as you are not involved in the day-to-day operations.
The CPC International qualification allows you and your company the ability to operate both nationally and internationally. A National CPC allows you to operate a hire and reward haulage operation within the confines of the UK.
CPC Examinations
The CPC course is modular and consists of several relevant modules for road haulage operations.
Module number:
- Core module
- National Road Haulage module
- Not applicable to road haulage
- National Road Haulage module
- Not applicable to road haulage
- International Road Haulage module
- Not applicable to road haulage
There are two types of CPC qualification:
- CPC National
- CPC International
The modules you take for each CPC qualification differs and these are described below.
CPC National
If you intend to only to operate within the United Kingdom, you will need a National CPC.

The examination for this module is a 30 minute multiple choice examination.
Modules 2 and 4 (National Road Haulage Modules)

The examination for module 2 is a 60 minute multiple choice examination.
The examination for module 4 is a 90 minute case study examination requiring short answers.
CPC International
You can take the National CPC and International CPC examinations together or take the first then the latter respectively.
